Our Message (EIDA) EIDA is an independent federal authority incorporated under Federal Decree No. 2 of 2004 which bestowed upon EIDA all the authorities required to implement and develop the Population Register and ID Card project in the United Arab Emirates. To identify and protect the identity of individuals and securely facilitate their transactions through creation and development of an accurate population database and issue of a multipurpose ID card with a unified number, and to provide the essential data and statistics to decision makers that contribute to the overall development of various parts and sections of community. Customer Service EIDA puts the provision of unique and quality customer service at the top of its priorities. It also endeavors its best efforts to comply with performance quality standards and to embody them through its interaction with the public, to be above the expectations. Accordingly, the Customer Service Section was created and a Complaints and Suggestions System was launched on EIDA`s website to achieve maximum extent of active communication with the public and deal seriously with their suggestions in order to achieve their satisfaction and meet all their needs. Registration s EIDA through all its branches accross the UAE, supervises over the organization and follow up of the registration of all UAE citizens (both nationals and residents) in the Population Register and ID Card Program through Registration s available throughout the UAE, as shown in the following table: 2

Categories Required to be Enrolled Category No. Targeted Category Time Line UAE Nationals: Period allowed for registration in the Population Register and ID Card System of UAE nationals was extended to the end of March 2009. UAE Residents: UAE residents shall be registered in the ID Card System according to the deadlines set out in the attached time schedule, as per the targeted categories and the nature of profession. 1 2 Residents employed in the public sector (government, semi-government and local) and their families. Residents with professional jobs employed in the private sector and their families, including: Holders of higher qualifications (Diploma and above) and technical specializations. Staff in the following fields: Consultancy; medical services; pharmacies; nurses; engineering; media and advertisement; press; representatives; computers, scientific electronic devices and laboratories; members of faculties and training boards at institutes and universities; accounting and auditing; investors and staff in the field of investment and self employed; holders of commercial or professional licenses; lawyers; judges and sales staff. All age groups of residents employed in the private sector at administrative and vocational positions, and their families, including: Those involved in vocational activities in the UAE as classified by the Ministry of Labor; staff working in the field of oil, gas, mining, banking, insurance, sports, tourism, hotels/ restaurants and qualified administrative staff such as secretaries, receptionists, office boys, stores and warehouses staff, typists; university, college and institute students and translators. From 1 st Junuary 2009 To the end of February 2009 From 1 st March 2009 To 18th June 2009 3 All age groups of private sector employed residents undertaking non-professional jobs and their families, including: House maids; cleaning workers; farmers; fishermen; personal, taxi and private/ public transport drivers; guards, site security staff and all other professions not mentioned hereabove, except for Category «Fourth» hereunder From 20 June 2009 To the end of September 2009 4 All unskilled labor in this sector, without exceptions. Registration Procedures: 1 2 Filling the Pre-Registration form at the typing offices within EIDA`s Registration or Emirates Post s at a cost of 40 AED or free of charge from our website Visiting in person one of the Registration centers with Pre-registration form Original valid passport And the following documents: UAE Nationals: Original Family Book Residents: Residence visa GCC Citizens: One of the following documents: valid work certificate, or certified and valid lease / ownership contract Registration of children Children below 5 years: To bring 4.5 x 3.5 cm personal photos present with light blue background. Their presence to registration centers is optional. Children below 15 years: Their registration in the PRIDC system is obligatory, but no fees are charged. Registration Fees: UAE nationals: AED 100 against 5 years. UAE residents: 100 against every year of residence. GCC Citizens: AED 100 against every year of the ID Card validity period. Card express delivery fees: AED 20 per ID Success Factors Successful finalization of the registration process as soon as possible without obstructions requires the following: The availability of the required Registration document when arriving at the center Male UAE nationals shall wear the national dress on applying for registration. No henna shall be applied to hands due to its negative effect on the finger print capturing process. No colored contact lenses shall be worn. 7
Registration Form Filling Service Electronic Pre-Registration (Free of charge): www.emiratesid.ae In Support to the UAE Federal Government Strategy to support electronic government services, EIDA is providing electronic form filling service without any extra charge against customers. To enhance the e-government concept, and provide electronic registration form filling service to all segments of the society through its website, EIDA gives its website visitors the opportunity to download the e-form system to their personal computers and then use the system to fill the forms. Pre-Registration within the Registration s: 40 AED for each applicant, and free of charge to welfare beneficiaries This service is offered exclusively by our partner, «On Time» where the service is available at EIDA`s major registration centers throughout the emirates and regions of the UAE, in order to make it more convenient for individuals willing to fill the registration form through other channels than EIDA`s website, especially for those who do not have the ability or knowledge to use the internet. Remark: Each adult individual or his supporter (the one who provides for his living) shall verify the correctness and the accuracy of information and details entered in the Pre-Registration Form prior to visiting the registration center, and make sure of their accuracy before starting the process of registration in the Population Register and ID Card System. For further details, please call 600 59 9999 EMP Registration outside Registration s (40 AED for each applicant): This service is offered exclusively outside the registration centers through our partner Emirates Marketing & Promotion (EMP) and their certified partners; the service is available through All Emirates Post centers available throughout the emirates and regions of the UAE in order to make it more convenient for individuals willing to fill the registration form through other channels than EIDA`s website, especially for those who do not have the ability or knowledge to use the internet. 8
Wherever You Are.. We Come to You Cards Delivery Service Portable Registration EIDA provied this service to the elderly and disabiled locats and residents of the counter, who are unable to vist the registration centers personaly, The enollment process is done as following: An individual of this person s family shall attend to the registration center (which provides this service) along with required documents for registration. Complete the pre-registration procedures in the center and pay the registration fees. Pay ID card issuance fees as per the applicant category. Finalize the registration process at home (fingerprint and photograph by mobile device), there is no additional fees required for this step. To avoid making customers return to the registration centers to collect their ID cards, is providing Card Delivery service to deliver Cards to customer s residence or work place through registered express mail. The service is mandatory whereby the Authority aims is saving customers time, effort and prevent crowding the registration centers Delivery fees are estimated at AED 20 per customer. Delivery fees are paid for each card separately, even if we are delivering several cards to one location/address. It s not necessary to receive the whole family ID Cards at the same day. 9
What is the Identity Card? Electronic Identity Development Growth The identity identification system with electronic card is spread nowadays in many developed countries which adopt the electronic government project. the card is witnessed developing growth in the technology it includes or in its utilization fields as well as the benefit from it as approved method to identify the individual identity and protect it from the theft and deception violations. The card facilitates the governmental and non governmental services for individuals, in addition to its active attribution in developing the societies in all sectors which enhance its prosperity, development and rising. It is an electronic card which includes developed technological techniques to identify and prove the identity of individuals. It is distinguished with an identification number that links between the identity of the person and his/her personal and biological data. This identification number will be an approved feedback for all formalities which require identity evidence. As for the technological composition, it includes the highest levels of accuracy and security consisting of three main properties: Smart card. Public key infrastructure Electronic Coding. Fingerprint biometric. 10
Identification Number How the Identity Card looks like? As shown in the card sample, the identity holder name, his nationality, photograph, and Identity Card number, which consistes of 15 digitals, all appeare on the card front side, in addition to an electronic chip holding some personal data about the holder including face photo, digital certificate and fingerprints. While the birth date, gender, signature of the card owner, card number and the card validity appear on the back side. The Identity Card is featured for its identification number known as the identity number which sticks with its holder forever. By this number, he may benefit from all the governmental and some of the non-governmental and private entities services, which require the identity evidence. The identification number consists upon the registration, verify the identity and entering the data in the main data base. The identity number is featured for its sole and unrepeated number. It includes 15 digitals as shown in the next page 11
Remark: ID Number Differs from the card Number, where the ID Number is the Unique Number Associated with an individual for the rest of his/her life ID Number CARD NUMBER Verification number. Random number consisting of seven digits. Birth Year ISO number which identifies UAE. 12
Card Utilizations As of Today Usage The Identity Card can be used as a unified identification document with all the government, semi-government authorities and private entities. An individual may utilize it to obtain all the administrative services easily and promptly guaranteeing the highest levels of security and privacy. UAE National may utilize the Identity Card as a traveling document to travel among the GCC neighboring countries. The ID card can be used to logon to Computers, software and access online services. The ID card can be used for signing electronic forms and documents. It is agreed with the Ministry of Finance to include the e-dirham service to the Identity Card. It is agreed with the Ministry of Interior to include the e-gate service to the Identity Card. The ID Card can be used on Abu Dhabi e-gov portal www.abudhabi.ae to Authenticate your identity and get access to services. Future Usage Thanks to the systems integration Emirates Identity Authority envisioning to achieve with various service sectors (governmental and semi-governmental), it is expected to extend the identity utilizations in the future to include other domains. After completion of the registration of all national and residents of the United Arab Emirates. The ID Card maybe utilized in the future to store other cards information or provide various applications as follows: Labor Card. Health Card. Electronic Portfolio.
